GUINEA BISSAU PROJECT  
 
 
H.E Ambassador Dr  Stefano  Guido  Cantaluppi  of  Alejandreta  and  H.E.  Ambassador Dr  Mark  Gravina of  Latakia have receive the government diplomatic charge  from  the Government of Guinea  Bissau,  to represent  with  full  title the country  in   the   future  projects  of development  covering    the subject of Energy,  Communications, Transport, Health and Tourism  
 
Fishery  
1. Installation of Coast Guard  
Organization and formation of a functional Coast Guard will take place in cooperation with our military and foreign partners the installation and training of a functional and well-trained Coast Guard.  
The Coast Guard will protect the territorial waters from illegal fishery and drug traffic and will control licensed trawlers.  
Equipment of Coast Guard is planned for 2 modern middle-sized Coast Guard Ships, 1 speed boat and 1 air surveillance helicopter.  
2. Development of fishery cooperative and local fishery  
Establishment of a fishery cooperative society to organise and administrate catch receiving from the native fishermen, fish processing, cannery, freeze products, transport preparation of fresh fish for local market and export purposes, operate a stationary anchored frost trawler in the port of Bissau, operate the fish processing factory and promotes the domestic and export marketing of the fishery products.  
Installation of an uninterrupted cool chain by on-board cooling aggregates on log-boats and fishing boats operated by the native fishermen enabling the catch to be treated according international hygiene instructions ready for import acceptance overseas. Product distribution to USA, EU, Balkan states and UAE.  
Adequate wages for the native fishermen and granting of micro credits to equip the log-boats.  
The fishery cooperative will target the compliance of sustain and biocompatible fishing while asking for scientifically support from international ecological sea protection organisations.  
One objective will be receipt of green label for Guinea Bissau fish and sea food in future.  
3. Stationary Frost trawler anchored in the port of Bissau and erection of a fish processing factory hall, distribution and marketing for worldwide export  
The stationary frost trawler will be anchored as interim solution to ensure the production of export fish and sea food according international hygiene standards until the new fish processing factory is erected and operational.  
The objective is a current and daily export of fresh, frozen and canned fish and sea food from Guinea Bissau to abroad markets as well as sustain supply of our domestic population with healthy high protein food from our waters.  
4. Development of a Guinea Bissau fishing fleet  
Development of a fishing fleet is planned in 2 steps. In the first year purchase of 2 fish trawlers including skilled crew, start of training program for native fishermen, afterwards expansion of fleet up to 6 trawlers operated by Guinea Bissau fishery cooperative.  
Agriculture  
1. Development of agricultural cooperative  
Establishment of an agricultural cooperative society to organise and administrate the farming by planning, determination of sufficient and suitable ancestral species, distribution of seeds, control on pesticide use, scientific development of alternative planting methods by preserving ecologically resources on ecological methods, training of farmers, exchange of information between the regions and villages, promotion of domestic and export markets, development of cultivation planning, maintenance of work shops and farming equipment, operating of fruit and vegetable processing facilities according international hygiene standards, purchase and distribution of agricultural products at adequate wages and prices for the native farmers, granting of micro credits to rehabilitate farmland.  
Long-term objective will be receipt of green label for Guinea Bissau fruits and vegetable meant for export.  
2. Promotion of ancestral farming species, distribution and marketing of agriculture products for export  
Generation of new developed area under cultivation in accordance with protection of ecology and environment. Cultivation of staple food of ancestral species efficient for cropping soil and climate condition of Guinea Bissau. Cultivation of export farm products on green label, prior ancestral plants suitable for cosmetic or pharmaceutical industry (special oil seeds, herbs, teas). Additionally farming of export fruits and vegetables for fresh transport, or food processed. The cooperative will detect the most beneficial relationship with abroad consumers and adjust cultivation accordingly.  
Green label farming is achieved.  
3. Development of small trades for processing of farming products  
Erection of facilities for food processing, such as drying, juicing, canning and small trades such as mills, bakeries, butchers. Products are meant for domestic supply and export.  
4. Adult Education on farming  
The rehabilitation of agriculture will go hand in hand with continuously adult education on farming methods and practical support where ever required  
Airline  
1. Establishment of Airline with Passenger and Cargo Capacity   
Establishment of a functional and sufficient Airline with Bissau as Hub station and regional and international connectivity. Considered destinations: Düsseldorf/Frankfurt Germany, Sharja, UAE, Niamey Niger, Paris France, Johannesburg, South Africa, Washington, USA.  
Current Passenger travel and daily cargo transport will ensure the development of economy by export of fresh fish , sea food and fresh agriculture products, import of machinery and technical equipment and in general, easy and frequent access of Guinea Bissau for international cooperation personnel, specialists, helpers, medical staff, visitors and tourists.  
2. Extension of International Airport Bissau  
Establishment and organisation of the international airport sufficient to ensure airline service according international standard (kerosene, cleaning, catering). Cargo cool chain installation for air freight container transport. Site development of airport by road construction suitable for cargo and container truck transport.  
Energy  
1. Covering and Expansion of urban electricity supply  
Erection and Installation of several solar parks, capacity suitable to generate sufficient electrical power to provide the developing infra structure of Guinea-Bissau, and close to the public power network. Additionally, important buildings like hospitals and authorities will receive independent PV on roof solutions, generators and accumulators to insure an uninterrupted operation. The power generation network will be enlarged step by step according the requirements of industrial and public consumer load.  
2. Erection and Installation of Solar PV units in rural areas  
Electrical power supply in rural regions will be provided by independent PV solutions like small solar parks or on-roof-installation. Especially the social centres and water treatment units will be equipped with PV panels, accumulators and, regarding hospitals, with additional generators.  
Allocation of further solar equipment, like PV ovens, is considered.  
3. Installation of Solar Heating for warm water supply  
Installation of solar heating systems to generate hot or warm water where needed, especially planned for hospitals, schools and hotels.  
Water  
1. Well Sinking and PV equipped water treatment modules  
Development of universal drinking water supply by ground water well sinking and PV-equipped container modules for fluvial water treatment. Clean drinking is regularly available in ground water reservoirs located in different depths and ready for use after well drilling and sinking.  
Additionally or compensating our numerous rivers and creeks provide fresh water ready for treatment by PV equipped container units, which generate 1,5cbm drinking water from fluvial water per day. Serious connection of several of those container units will ensure the drinking water supply in the capital and larger towns in the beginning. Cholera and typhus will be combat.  
2. Urban Water Works  
Erection of water works generating central drinking water supply in the capital and each larger town, feed-in to aqueduct.  
3. Urban Waste Water Treatment  
In urban regions, larger towns and cities, waste-water-treatment is also essential.  
For the capital and the larger towns sewage works will be erected and operated, at the same time, sewage systems will be planned and realised.  
Small Trade  
1. Development of craft enterprises, retail shops and adult education vocational training centres  
Development of small trades like bakery, mills, show maker, laundry, sewing, carpenter, boat building, repair shops for motors and engines. Installation of adult education program to train or deepen craft skills.  
Support of solitary women to establish an own small trade enabling living for them and their  
children.  
Installation of so called Car-Shops supplying rural regions with various goods of daily need, including products of the craft enterprises, also in charge to supply the social centres. Development of small retail shops in larger towns keeping hygiene conditions. Organisation support and promotion of local markets. Later on, establishment of a whole sale cooperation.  
2. Settlement of industrial companies  
Promotion of settlement of industrial facilities such as agriculture product processing (Fruit, vegetable and nut drying), canneries (food and vegetables, sauces, purees), diaries (pasteurization), large laundries (tourism service), catering (airport service), extraction and processing of raw material.  
Founding and administration under international cooperation, part wise as Joint Ventures.  
3. Development of Green Tourism with service companies  
Development of tourism by erection and operation of a few middle-sizes hotels in the capital and larger towns according international 3-4 star standard ensuring a suitable accommodation of foreign personnel, helpers, supporters and specialists. Erection of green tourism hotels located near coast and islands. Careful integration and training of native service staff.  
Health System  
1. Development of National Health and Welfare System by erection of countrywide hospital centres  
Erection of 40 Social centres with integrated hospital ward with approx 20 clinic beds combined with apothecary in rural regions and 20 hospital centres without over-night care in urban regions providing first aid and medical basic treatment such as simple diagnosis, laboratory, maternity and ambulant surgery. The centres will be equipped with a operation room in sufficient size and equipment. In cooperation with US and European specialists a doctor s rotation system will be installed allowing to offer medical specialist s treatment (oculist, dentist, surgeon) in time periods. Development of medical training courses for domestic physicians and nurses.  
Development of health precaution, vaccination plans, maternity, combat and education to parasite and HIV  
Immediate and long-term pharmaceutical supply including prophylaxes against Malaria and Cholera diseases ensured by integrated apothecaries  
2. Erection of urban central hospitals  
Erection of modern central hospitals in sufficient size and fully equipped in the capital and in larger towns. Including emergency rooms, ambulances and 1-2 small airplanes to pick-up seriously ill or injured patients from rural regions. Installation of an emergency radio communication. Organisation and administration in cooperation with renown hospitals, doctors, specialist and professors from USA and West-Europe .  
4. Combat and Prevention of Aids and HIV infections  
Organisation of prevention and education campaigns, HIV Screening in hospital centres, AIDS Treatment by virus static medicine. Erection of a specialised AIDS Treatment clinic.  
Education System  
1. Development of National Educational System  
Implementation of a tuition free, multi-level cohesive Educational System to ensure the national education as base of efficient economical and social development including compulsory schooling for children from 6 – 14 years, including all-day child care, homework assistance, secondary boarding schools, vocational training and university studies according central syllabus of instruction.  
Implantation in cooperation with international specialist s support.  
Kindergarten, Nursery and primary schools  
Erection of countrywide 80 (first step) nursery and primary schools covering the basic schooling education for children up to the age of 12. Erected in combination with social centres in rural and as school centres separately in urban regions.  
Adopted teaching methods and all-day child care including meals and/or boarding, compulsory from the age of 6 years onwards, kindergarten  recommended from the age of 3 to ensure the early education and support working parents by day-care.  
Educational objectives Portuguese and English languages fluent in spoken and written, basic maths, general knowledge of farming and crafts, hygiene, medical prevention, history, geography and economic correlations.  
Lessons, food supply, accommodation and school materials tuition free.  
Secondary Boarding Schools  
Erection of countrywide 20 tuition free secondary boarding schools in sufficient size near capital and larger towns, course of instruction will be double tracked.  
High school with University Graduation courses for talented pupils (5 years), vocational training school lessons to exanimate in different crafts, trades or industrial jobs (3 years). Education objectives are for track 1 university admission on internationally accepted level and for track 2 release into employment as skilled labour.  
Rehabilitation and Expansion of Bissau s University  
Academicals rehabilitation of Bissau s university in cooperation with international partner colleges, installation of faculties sufficient for Guinea Bissau equirements such as medicine, business administration, IT, Law. Renovation of university library, with accommodation and canteen for students and professors.  
2. Installation of school bus transportation  
Enabling more children to visit primary and secondary schools a sufficient school bus transportation system has to be installed  
3. Adult Education  
The school rooms and materials will be used to install evening courses for adults such as advanced training on farming or trades, information road shows (social or medical education) or to combat illiteracy.  
4. Orphanages  
Erection of 20 orphanages according the concept of SOS children s village, in rural regions nearby or combined with the social centres, in urban regions nearby the primary school centres, ensuring the unprivileged parentless children a nearly equal opportunity in life  
Public Infrastructure  
1. Erection of a bus station for public traffic connection  
Development of public bus transportation in urban and as long distance traffic in rural regions to ensure countrywide transport connection.  
At the same time, development of school bus transportation.  
Bus stations in rural regions will be planned with shade and drinking water supply.  
Training of public traffic personnel will take place in cooperation with specialists from USA and West- Europe.  
2. Installation and Renovation of public aqueduct and electrical cable system  
Installation or expansion of drinking water supply systems in urban, and if sufficient, in rural regions.  
PV units in rural regions for electrical supply of social centres, other public buildings or technical equipment such as water pumps or cooling systems. In urban regions sewage systems will be developed.  
Installation of a sufficient public electrical cable systems in the capital and larger towns, including electrical power transformation substations and accumulators, to ensure the efficient feed-in of electrical power generated in solar parks, preferentially for important requirements such as drinking water, public buildings, transportation, industrial cooling and safety application.  
3. Rehabilitation and Expansion of International Airport Bissau  
Rehabilitation and expansion of airport buildings to serve the requirements of Hub station for passenger and cargo flights on international level..  
4. Rehabilitation and Expansion of University Building  
Renovation and Expansion of University according international standard, covering new faculties an student s and professor s sufficient accommodation.
